NSW:Royal Botanic Gardens gets expert advice

As it heads towards its 200th birthday, Sydney's Royal Botanic Gardens is hoping a
team of international experts can help it gain world-wide acclaim.

A peer review team, comprising professors and experts from gardens in Berlin, the US
and the UK, as well as the former executive director of Taronga Zoo GUY COOPER, will inspect
the gardens today and examine their overall management.

The Sydney attraction turns 200 in 2016, and executive director Professor DAVID MABBERLEY
says he wants the milestone to be accompanied by an increase in visitors and recognition
as one of the world's best gardens.

He says it's critical for the gardens to have ongoing success, not only for Sydneysiders'
enjoyment, but for the ongoing protection of plant species.

NetDragon Websoft, an online game developer and operator in China, announced its financial results for the fourth quarter and fiscal year ended December 31, 2010.

In a March 24 release, NetDragon Websoft reported that fourth quarter 2010 financial and operational highlights included:
- Total revenues were RMB 144.0million, an increase of 12.3 percent over third quarter 2010

- Gross profit was RMB 129.3million, an increase of 15.6 percent over third quarter 2010 and gross margin was 89.8 percent up from 87.2 percent in third quarter 2010

- Mobile Internet business income was RMB 4.2million, an increase of 340.8 percent over third quarter 2010

- Net profit was RMB 9.4million, an increase of 229.2 percent over third quarter 2010 and net profit margin was 6.5 percent, up from 2.2 percent in the third quarter 2010

- Basic earnings per share (EPS) were RMB 1.76cents, diluted EPS were RMB 1.76cents

- Average concurrent users ("ACU") for online games was 232,000, an increase of 2.7 percent over the third quarter 2010

- Peak concurrent users ("PCU") for online games was 542,000, a decrease of 8.0 percent over the third quarter 2010

Fiscal Year 2010 financial and operational highlights included:

- Total revenues were RMB 531.8million, as compared with RMB 621.8million in the year 2009

- Gross profit was RMB 465.4million, as compared with RMB 537.5million in the year 2009 and gross margin was 87.5 percent compared to 86.4 percent in 2009

- Mobile Internet business income was RMB 6.7million, as compared with zero income from this business in 2009

- Net profit was RMB 34.9million, as compared with RMB 86.6million in the year 2009 and net profit margin was 6.6 percent compared to 13.9 percent in 2009

- Basic earnings per share (EPS) were RMB 6.64cents, diluted EPS were RMB 6.64cents

SA:Parents charged in child restraint case

ADELAIDE, Dec 9 AAP - A South Australian couple accused of criminal neglect after their
unrestrained toddler became a paraplegic in a car crash have lost a bid to have their
names suppressed.

Leonid Pesin, 54, and Nonna Pesina, 50, have appeared in the Elizabeth Magistrate's
court each charged with criminal neglect for allegedly not properly restraining their
young son in the car.

Police allege the child was sitting on his mother's lap in the back seat when the collision
occurred on April 15, 2010, on Angle Vale Road at Hillier.

The three-year-old boy's spine was severely damaged in the crash, and he is now a paraplegic.

This is is the first time a criminal neglect offence has been laid in South Australia
over an alleged lack of child restraints in a car.

In court on Thursday, defence lawyer Ronald Bellman asked for his client's names to
be suppressed, arguing publication would identify the boy and cause him undue harm - even
though he did not read newspapers or go to school.

"It is clear that the police really want to make a case out of this," Mr Bellman told the court.

"We believe the media are going to hound this one."

The family was under enormous stress from the tragedy, and media attention would increase
their stress and negatively affect the child, he said.

Magistrate Terry Forrest rejected the application and remanded the couple to reappear
on February 9, 2011.

Criminal neglect offences usually apply to abuse cases and carry a maximum penalty
of five years' imprisonment where a child is seriously injured.

PERTH, Aug 2 AAP - A national dental health care scheme, a minister for mental health
and an end to junk food television ads for children are part of the Australian Greens'
national health care plan.

The plan was launched in Perth on Monday by Greens leader Bob Brown and health spokeswoman
Rachel Siewert.

Senator Siewert said the measures targeted preventative health to keep people out of hospitals.

The combined cost of poor health and associated social impacts from tobacco and alcohol
use, obesity, and poor dental, mental and hearing health was nearly $139 billion a year,
she said.

"We need to be focussing on keeping people well, rather than the sickness side of the
health care system."

A national dental health care scheme aimed to end the waiting list of 500,000 Australians
and included incentives to attract dental workers to rural areas, she said.

Senator Brown said one Australian in five struck some mental health problem in any
given year but Australia was doing precious little about it.

The Greens plan includes $350 million a year for mental health with a focus on rural
and regional areas.

Senator Brown said the Greens would stop the pushing of junk food ads during childrens'
television watching hours, banning them before 9.30 at night.

He said more than $400 million was spent on junk food advertising on television each year.

"They know it works, they employ psychologists to get around children, to promote the
pester factor where parents are pestered in the supermarket to get junk food.

"It's pretty tawdry when you look at it but it's about the profit line of the companies
that are purveying junk food," Senator Brown said.

"We've got an obligation to do better than that in this country."

Senator Brown said the Greens would also put labels on alcohol saying drinking in moderation
was fine but overdoing it would injure health.

Food should also carry "traffic light labelling" so shoppers could select healthier
foods, he said.

The Greens would also ensure a baseline price on cigarettes so big retailers could
not manipulate the market to drop the price to entice people to become nicotine addicts,
Senator Brown said.

Also included are better hearing screening with a focus on indigenous communities and
a 1.5 per cent levy on junk food and alcohol advertising.

SYDNEY, Aug 11 AAP - TAFE teachers angry at a NSW government push to increase teaching
hours are holding stop work meetings across the state, saying the changes could destroy
jobs.

Thousands of teachers are expected to walk off the job on Tuesday morning, with meetings
being held to discuss the possibility of further industrial action.

They are angry about a NSW government push to increase the teacher year by 71 hours,
and the removal the current limits on weekly teaching hours.

Teachers won a pay rise earlier this year but the government is now calling for changes
to teaching hours to pay for the increase.

NSW Teachers Federation president Bob Lipscombe said the government proposal went too
far in trying to achieve cost savings and could even cost jobs.

"These changes would mean savings to the government far greater than anything needed
to fund the recent salary increases," he said in a statement.

"They could result in thousands of part time casuals losing their jobs or having their
hours and income drastically reduced, as well as hundreds of permanent teacher positions
being made redundant or not filled.

"I call on the Premier (Nathan Rees) and Minister (Education Minister Verity Firth)
to show leadership to resolve the matter."

The two-hour stop work meetings, expected to be held in 40 separate venues across NSW,
begin at 9am (AEST).

NSW: Second man dies after mini-bus crash=2

In a horror morning for the stretch of the Pacific Highway between Coffs Harbour and
Woolgoolga, the turnoff to Emerald Beach was the scene of a seven car pile-up.

Less than 5km north of Moonee beach, the second crash occurred at 7.50am (AEDT) when
a car was preparing to turn right off the highway, a police spokesman said.

NSW Ambulance Service said no-one was seriously injured in the accident, but six people
had been transported to Coffs Harbour for treatment.

The two accidents come just days after five people, including three generations of
women from a Sydney family, were killed when their car collided with a truck on a northern
NSW highway.

Heather Corcoran, aged 70, her two daughters, Lorraine Corcoran, 44, and Donna Corcoran,
47, and her 21-year-old granddaughter Melieta Corcoran all died in the crash, which occurred
10km north of Boggabri on Sunday.

The young woman's 22-year-old partner, identified in media reports as Brandon Jacobs
of Penrith, also died in the accident.

HOBART, Aug 28 AAP - A 23-year-old man charged with attempted murder after an attack
at a Hobart backpackers hotel will face court later today.

A 38-year-old man is in Royal Hobart Hospital with life-threatening injuries following
the attack at the Black Prince Hotel shortly after midnight(AEST), police said.

They said the victim and the alleged attacker were staying at the hotel.

The charged man will shortly face the Court of Petty Sessions.

FED: Treasurer defends foreign debt levels

SYDNEY, April 21 AAP - Treasurer Peter Costello has defended Australia's surging level
of foreign debt as it approaches half a trillion dollars.

On the day the government became debt free by paying off the nation's bankcard, Australia's
foreign debt levels are continuing to rise into record territory.

But Mr Costello said today the foreign debt was largely driven by Australian banks
borrowing from overseas lenders, not the government taking out off-shore loans.

"Now they (banks) have to watch their balance sheets but I can assure you that those
... Australian banks are enormously profitable," Mr Costello told reporters in Sydney.

"There's no problem at all with the level of borrowings of Australian banks and we
monitor these things."

Mr Costello has declared today "debt-free day" because the government has finally paid
off $96 billion in borrowings.

But Opposition treasury spokesman Wayne Swan says it is pompous to talk about being
debt-free when Australia's foreign debt is today expected to hit half a trillion dollars.

emachines Launches Direct/Internet Channel Signing Four of the Five Largest PC Mail Order Companies, the World's Largest ISP, and Internet Commerce Pioneer.

Cisco yesterday announced major advancements to its Cisco ASR 9000 Series Aggregation Services Routers, which will set new industry benchmarks and dramatically increase capabilities at the edge of the next-generation Internet and transform the broadband communication and entertainment industries.

Cisco predicts that by 2015, the number of network-connected devices will be more than 15 billion, twice the world's population, and the total amount of global Internet traffic will quadruple, reaching 966 exabytes per year. USS SLATER Amateur Radio operators will work 'round the clock this weekend as they take part in the Museum Ships Weekend Event.

This annual event is sponsored by The Battleship New Jersey Amateur Radio Station. For ten years, the Museum Ships Weekend has brought together radio amateur (ham) operators broadcasting from historic museum ships around the world. When telephone lines are disrupted and regular commercial power is off (and even the Internet is down) amateur radio operators throughout the world have demonstrated their unique ability to handle emergency communications using their own radio equipment and power generators to assist government agencies at all levels. Among SLATER's volunteer crewmembers are four licensed radio "ham" operators.

SLATER volunteers will be "on the air" using the call sign WW2DEM. USS SLATER is one of only a few ships that will be using the recently-installed, restored authentic World War II vacuum tube type radio equipment. Most of the communication will be in Morse Code as it was in World War II.

This year 78 ships have registered for the event. Many are from the United States, but others that will be transmitting include museum ships in Germany, England, Canada, Portugal, Sweden, Holland, Italy, Norway, France, and Russia. The purpose, besides having a great time and giving visitors a glimpse of amateur radio, is to honor the brave men who served aboard the vessels and to call attention to the museums. You are receiving this letter, and another proxy card, because you are shown as the owner of record of Paradigm Technology common stock June 19, 1998. Our records show that as of Aug. 17, 1998 your vote had not yet been cast or confirmed on the pending merger between Paradigm and IXYS.

Only the holders of common stock of Paradigm on June 19, 1998 are eligible to vote on the issue of the merger with IXYS Corp. Regardless of the number of preferred shares held by the preferred shareholders- they cannot vote those shares unless they had converted to common stock prior to that date. Even if you have since sold your shares, we still need your vote and ask that you take the time to vote for all the items on the ballot.

Your vote on this merger counts and voting is the only way to retain any shareholder value.

Brokers hold about 93% of Paradigm's stock in street name. This means that reaching everyone and assuring that the absolute majority is reached on the change of control propositions on the merger will be very difficult. ANGRY Strictly Come Dancing fans have demanded their money back after the voting shambles that hit Saturday night's show.

Hundreds of viewers protested following a bungle in the scoring system that led to all three semi-finalists being put through to next week's final.

The BBC and internet message boards were inundated with calls and emails branding the outcome a 'fix'. But the corporation insisted there would be no refunds.

The judging panel gave both model Lisa Snowdon and singer Rachel Stevens and their dancing partners maximum points and Holby City actor Tom Chambers one point. That meant that no matter how many votes Chambers received in the public phone-in - when viewers vote to save their favourite contestant from the weekly dance-off - he could not escape.

But even though that should have been clear to the show's producers, they still allowed phone lines to remain open on Saturday night for almost two hours. Some two million votes were cast. Calls cost from 15p on a landline but are as much as 80p on some mobile phone services.

It was not until the start of the follow-up results programme that hosts Bruce Forsyth and Tess Daly explained that phone lines had been frozen because of the tie.

The BBC refused to offer any refunds, adding that any votes cast will be rolled over to count in next week's final. A Strictly spokesman said the phone votes were ' cost neutral', the phone votes were 'cost neutral', meaning the BBC did not made any money from them.

Corporation insiders said that the number of complaints received was likely to top 500.

Viewers and MPs said the only suitable recourse was to offer a refund.

John Whittingdale, Tory chairman of the media select committee, said: 'People need to be refunded. I cannot understand how this has happened again after all the phone-in problems and scandals at the BBC - how can they still be making a hash of things? 'It may be an unusual situation but the BBC should have been prepared for different eventualities. If you are going to run phone-ins then you have to get them right.' One commentator on the Strictly message board said: 'I think the whole thing is a big stitch-up, with the judges manipulating the result to make their choice of finalists inevitable.' Another accused the corporation of cynically changing the rules in order to maximize ratings for the final.

Chambers's survival was assured after BBC executives realised the points system would render the public vote to save him from the dance-off useless.

Because both Stevens and Snowdon's judges' score was tied, they received a maximum of three points, while Chambers received one point.

After the public vote, Chambers could have achieved a maximum of only four points, meaning that he was always going to be in the dance-off regardless of which way the public voted.

The corporation decided it was fairest to allow all three contestants through to the final.

A show insider told the Daily Mail: 'It is an unprecedented situation but the result is hugely embarrassing. It does feel that we just haven't got to grips with the rules on our own show.' Media commentator Steve Hewlett said the fiasco had been 'an accident waiting to happen'. He added: 'It's just a bit incompetent, it wasn't thought through beforehand.' The BBC is being forced to tread delicately because there was a huge public response to the perceived bullying of former ITN political correspondent John Sergeant by the judges. He was ridiculed about his dancing ability.

Sergeant quit last month, and it was partly down to his departure that there were problems on Saturday night's programme. There were originally meant to be three couples in the final, but Sergeant's decision to go threw the elimination process out of kilter.

It was initially decided to continue voting off one couple each week and have just two in the final, but that was subsequently changed.

Jon Beazley, controller of BBC entertainment production, said: 'We're really sorry and upset about what happened but it was an unprecedented situation.' The BBC previously came under fire after it emerged that between 2005 and 2007 it had kept more than [pounds sterling]100,000 that viewers had pledged to charity.

The cash was generated by callers voting after phone lines had closed on about 20 shows, believed to include Eurovision and Fame Academy. The money should have gone to causes including Children In Need.

In July 2006 Sport Relief viewers were encouraged to enter competitions they had no chance of winning and winners were faked by using production team members.

That November Blue Peter allowed a child visiting the studio to pose as a caller in a phone-in competition when technical problems stopped real calls getting through. Blue Peter was in trouble again in January 2007 after the results of a poll to name the show's cat were altered.

And in March last year viewers of Comic Relief were encouraged to enter competitions they could not win because lines had closed.

. John Sergeant has agreed to return for the Strictly final. He and dance partner Christina Rihanoff will perform in a medley with the other contestants who have been voted off the show.

WHAT WENT WRONG

WHEN the judges give their scores, the couple ranked highest is given three points, the couple in second place is given two points, and the couple in third one point.

On Saturday, Tom Chambers and partner Camilla Dallerup were in last place, getting one point.

Rachel Stevens and Vincent Simone, and Lisa Snowdon and her partner Brandon Cole, tied in first place, getting three points each.

The public vote - in which viewers vote for the pair they want to save from the weekly dance-off - is scored in the same way, so the act with the most votes is given three points and so on.

But Strictly Come Dancing executives realized that even if Tom and Camilla scored the maximum in the public vote, they could still achieve a total of only four points and so couldn't escape being in the dance-off.

Even if Rachel and Lisa achieved a lower percentage of the public vote, they would still get either one or two points each, enabling them to either equal or beat Tom's score.

So any public votes to save him were rendered useless..

MORRISVILLE'S FIRST DORM UPGRADE COMPLETE; THE STATE COLLEGE IS FOLLOWING A TREND OF APARTMENT-STYLE RESIDENCE HALLS.(Local)

Some Morrisville State College students this fall will enjoy homier digs with the completion of the school's first apartment-style residence hall.

The $12 million, four-story dorm, dubbed Morrisville Commons, is the first step toward a campuswide upgrade of housing facilities that is expected to cost tens of millions of dollars. Officials formally opened the dorm Friday.

"This is so much nicer," said Liz Berry, of Canastota, who will be among the 200-plus students moving into the residence hall next month. "It's brand-new. It's not like the other dorms. There's a lot more room."

Each Morrisville Commons suite is furnished and features a common kitchen and living area, two bathrooms with at least one shower, cable, Internet access, air conditioning and four bedrooms. Some of the bedrooms are doubles.

Morrisville is not the only college in the area to embrace apartment-style residence halls. Colgate University opened 14 town houses in 2005 - each with eight double-occupancy rooms. Cazenovia College is adding an apartment-style residence hall with 95 beds to the existing Shove Hall dorm.

Joe Mastrippolito, a representative with The Quandel Group, said apartment-style dorms are in demand. The Quandel Group built Morrisville Commons and is working on similar projects in Pennsylvania.

Students are scheduled to begin moving into Morrisville Commons around Aug. 8, said Jessica DeCerce, a Morrisville spokeswoman. It will cost $3,250 to $3,500 a semester to live there, according to campus literature.

Morrisville officials plan to renovate the older residence halls one at a time. Next on the list will be renovations for Cayuga Hall, a 109-room dorm that was built in 1962. The renovations will take up to two years to complete, school officials said.

A few final musings in print before going to Web.(News)

Life Isn't Fair

I am a good example. I have substantial resources, both spiritual and material. I have a good wife and a loving family.

I've led, and am leading, a wonderful life (thank you James Stewart).

I have a sense of guilt that I have so much and so many people on this planet have so little. I try to share with others, but the effort is like a grain of sand in a sandbox.

Age is in the head - and knees.

I am a bit old for a newspaper columnist. OK, very old as columnists go. I'm only a year or two older than Andy Rooney.

Studs Terkel, an old friend in his early 90s, keeps turning out books.

When I started at the Herald 17 years ago ,there was an awareness of my advanced years.

Today, I rarely hear anything about age. I am judged by what I write.

I get occasional letters saying I'm wrong about almost everything so "why don't you retire?"

My response is why don't you get back to reading Cal Thomas and George Will and stop getting agitated reading me?

"Goodbye, old and faithful employee," the CEO said with a firm handclasp and a check for a lousy $17,000.

The Tribune retired me two decades ago because they had a mandatory retirement age. I interpreted that as their thinking anybody over 65 is starting to lose it.

They gave me a pension of $17,000 a year. It wasn't much then and it's even less now because they've made no cost-of-living adjustment.

So I came to the Daily Herald and I'm enjoying the best years of my life.

All this is leading up to an adjustment in the delivery of this column.

Sometime soon I will be writing a web site blog that I'm working to set up now. It will be unlimited in length.

I am not a particularly good writer. Partner Burt is a superb writer.

My schtick is economy. I try to use words precisely suited to the subject, and as few words as necessary for a column to be both informative and provocative.

A few thousand friends

A huge plus for the Internet is the fast communication.

I admire the U.S. Postal Service and its carriers and clerks and other human beings who, unlike computers, never flame out or mess up a message or generally aggravate you beyond measure.

But writing or typing a letter, addressing it, and posting in the nearest mail box, takes time.

With computers you write the letter on the screen, hit the "Send" button, and it's delivered.

Not all Daily Herald readers have computers, but I think most do and use the Internet.

The fact you are reading this newspaper at this moment shows you are well-informed. Adding the Chicago papers can make you a little better informed. Reading the New York Times and one or two news magazines means best informed.

I love the give and take with our readers. If I figure 10 e- mails a day, seven days a week, 50 weeks a year, we have some 7,000 exchanges a year.

I want to generate even more messages under the new delivery system.

I'm proud to be part of the Daily Herald family and contributing to our gaining new readers while other dailies are battling to hold on to theirs.

Change is healthy and inevitable. My modest ambition is to get bigger and better.

Hurricane Electric's Owen DeLong to Discuss the Benefits of Prompt IPv6 Adoption and the Potential Cost of Failing to Transition at This Week's Technology Convergence Conference.(Conference news)

Hurricane Electric, the world's largest IPv6-native Internet backbone and colocation provider, announced that its IPv6 Evangelist, Owen DeLong, will discuss IPv6 transition at this week's Technology Convergence Conference, Silicon Valley's premier conference for the IT and facilities ecosystem. The conference will take place Wednesday, February 23rd at the Santa Clara Convention Center.

At 10 a.m. on the day of the conference, Owen DeLong will lead a discussion titled How to Avoid the Potential Cost of Transitioning Your Enterprise to the Next Generation Internet Protocol. During the discussion, Owen will outline how the networking community can work together to ensure a seamless transition to IPv6.

On February 3rd, an important milestone was reached when the Internet Assigned Numbers Authority (IANA) handed out the last IPv4 /8 address blocks to the five Regional Internet Registries (RIRs). The RIRs are expected to distribute these last address blocks to service providers in the coming months, making it essential for enterprises to have an IPv6 transition strategy in place before the end of the year.

The majority of Internet traffic today is composed of IPv4 transmissions, but the IPv4 protocol's 32-bit address field is not sufficient to accommodate the growing number of Internet-connected devices. In addition to providing distinct, globally-routable addresses for all devices connected to the Internet, the IPv6 protocol also mandates network-layer security and simplifies certain network configuration tasks.
